Conner Prairie Rifles Club
Constitution
The Conner Prairie Rifles Club is a "traditional" club depicting the
personnel and surroundings that were the norm in central Indiana in the
year 1836 as defined by Conner Prairie. The primary purpose of this club
is to act as a volunteer element of Conner Prairie and to provide support
for the functions scheduled by Conner Prairie where the Clubs' expertise
can benefit those scheduled programs. In addition, the Club will act to
further the sport of shooting muzzle loading weapons in general and to
specifically develop costumes, weapons and accouterments which authentically
represent the 1836 period in central Indiana.
Responsibilities
1. Conner Prairie Museum will be responsible for providing the following:
A. A historically correct
shooting area in the "village" to be referred to as the Village Range.
B. A suitable location for
business meetings and club activities.
C. Assistance in providing
a reasonable amount of prizes for special events.
D. Assistance and advice
on proper costuming, arms, and costumes of the 1836 in period
central Indiana.
E. A shooting area to be
referred to as the River Range that can be used independently of the
Club's
obligations to Conner Prairie.
F. A liaison person that
can act as the communication link between the Club and the settlement.
2. Conner Prairie Rifles Club will be responsible for the following:
A. To provide a reasonable
attendance for the functions scheduled by Conner Prairie which
require the Club's support.
B. Each member is responsible
for having a costume that is consistent with the current definition
from Conner Prairie on the subject within a reasonable time of becoming
a member.
C. Each member is expected
to have a muzzle loading weapon, preferably a rifle, that is correct
for the central Indiana time period, 1836.
D. Each member is required
to be able to safely load and fire his/her weapon.
E. Each member that participates
in functions in the Historic Village, or in other Conner
grounds, as a part of the presentation to the public, has the same responsibilities
as any
other Conner interpreter. It is each members responsibility to be
aware of these and act
accordingly.
Organization
The governing body shall be the "Council" which shall consist of the President, Vice President, Secretary, Treasurer, News Editor, Range Officer, three rotating Members and the Conner Prairie Liaison person. The immediate Past President shall serve as a non-voting advisor to the Council.
The Council will perform the following duties:
A. The Council will coordinate
all Club activities with Conner Prairie and will work through the
appointed representative or liaison person.
B. The Council will conduct
the Clubs' normal business affairs.
C. The Executive Council,
which consists of the President, Vice President, Secretary and
Treasurer will serve with the Conner Liaison Person as the appeals board.
D. The Council will meet
once a month, prior to the normal monthly general meeting, but within
the same month, at a time set by the President.
E. The Council will report
to the general membership at the normal monthly general meeting,
the current schedule of activities for the Club and any business conducted
since the prior
months report.
F. The Executive Council
is responsible for determining the acceptability of any costuming
and/or weapons that are used by members. Any Executive Council member may
require that
a member remove or not use questionable articles.
Officers
Qualifications, Duties and Responsibilities
President --- to
be eligible for the office of President, a member must have been a member
in
good standing for at least
one year immediately preceding the election and for the year in which
he/she will serve and must
be a member of the National Muzzleloading Rifle Association. The
President shall preside
at all Council and general business meetings. He/she shall make all
committee appointments and
shall be a member of all committees. He/she shall report to the
general membership at the
October general meeting on the year's activities and the general
condition of the Club.
Additionally, the President will co-ordinate all events that are held on
the
Conner Prairie Historic
Grounds. This responsibility includes appointing committees of Council
Members and the membership
at large, setting goals and deadlines, reporting to the Council on
progress and requesting
necessary funds. The President is elected at the November general
meeting and serves a one
year term beginning on Jan. 1.
Vice- President
--- to be eligible for the office of Vice President, a member must have
been a
member in good standing
for at least one year immediately preceding the election and for the
year in which he/she will
serve and must be a member of the National Muzzleloading Rifle
Association. The Vice President
shall perform the duties of the President in the absence of that
Officer. The Vice President
shall be in charge of all Club shoots held outside the Conner Prairie
tour area and is responsible
for target scoring at these shoots. The Vice President shall be
responsible for any activity
award point system used in determining member awards. He/she
shall secure the necessary
information for determining activity award points and shall accurately
keep records of the members
activity award points during the year. In case the Range Officer is
absent from a shoot, the
Vice President will appoint an acting Range Officer who will have the
same authority and responsibilities
as the Range Officer. Additionally, the Vice-President will
co-ordinate the club's annual
Awards Banquet. This responsibility includes appointing
committees of Council Members
and the membership at large, setting goals and deadlines,
reporting to the Council
on progress and requesting necessary funds.
Secretary --- to be
eligible for the office of Secretary, a member must have been a member
in
good standing for at least
one year immediately preceding the election and for the year in which
he/she will serve and be
a member of the National Muzzleloading Rifle Association. The
Secretary is responsible
for taking the minutes of all Council and general membership meetings
and recording same in appropriate
form. The Secretary shall read the minutes of the previous
meeting at each subsequent
Council and general membership meeting. He/she shall be
responsible for issuing
all membership cards to approved Members. He/she will serve as the
communication officer of
the Club, receiving all mails addressed to the Club and answering all
correspondence as required.
He/she shall be responsible for bringing all communication to the
attention of the Council
and/or members as appropriate. He/she shall be responsible for
maintaining all membership
records as directed by the Council. Additionally, the Secretary will
assist the Treasurer in
coordinating the club's annual event, the Antique Arms Gun Show.
This
responsibility includes
appointing committees of Council Members and the membership at large,
setting goals and deadlines,
reporting to the Council on progress and requesting necessary
funds.
Treasurer --- to be
eligible for the office of Treasurer, a member must have been a member
in
good standing for at least
one year immediately preceding the election and for the year in which
he/she will serve and be
a member of the Prairie Rifle Association. The Treasurer shall be
responsible for all of the
funds of the Club and to see that an accurate accounting of the same is
maintained. It shall be
his/her responsibility to insure that all monies are kept in the appropriate
checking and/or savings
account and to see that all approved bills of the Club are paid in a
timely manner, keeping the
appropriate receipts in an appropriate manner. The Treasurer shall
give an annual financial
report to the general membership at the October general meeting. The
Treasurer shall keep an
accurate record of all of the Clubs properties and shall be responsible
for keeping track of the
location(s) of same.
Additionally, the Treasurer
will be responsible for co-ordinating the club's annual event, the
Conner Prairie Rifles Antique
Gun Show. This responsibility includes appointing committees of
Council Members and the
membership at large, setting goals and deadlines, reporting to the
Council on progress and
requesting necessary funds.
News Editor --- the
News Editor shall be appointed by the President for a period of one year
beginning on Jan.1. to be
eligible to hold the office of News Editor, a member must be a
member in good standing
at the time of appointment and for the year in which he/she would
serve. The News Editor shall
be responsible for getting the news letter published and to the
members on a regular basis.
The frequency of the news letter shall be monthly and shall include
sufficient information to
inform the members of the previous months happenings and the
scheduled events for the
up-coming month. In addition, the news letter shall contain such other
information as may be of
interest to the general membership.
Range Officer ---
the Range Officer shall be appointed by the President for a period of one
year beginning on Jan. 1.
To be eligible for the office of Range Officer, a member must be a
member in good standing
at the time of appointment and for the year in which he/she would
serve. The Range Officer
is in complete charge of all matches and has full authority on the firing
line. His/her principal
duty is to insure that all matches are run in a manner that is totally
safe.
He/she may appoint such
assistants as required to accomplish this appointed task. His/her other
tasks will include making
sure that all matches are operated consistent with the rules and
regulations in effect at
the time and to make all shooters aware of the match rules. He/she
or
his/her designee will be
responsible for timing any timed matches.
Council Member ---
there will be three rotating Council Members, each serving a three year
term. Each year the most
senior Member will retire and be replaced by one newly elected
Member. Each Council will
then have a three year Member (newest Council Member), a two
year Member (second + newest
Council Member), and a one year Member (oldest Council
Member). To be eligible
to serve as a Council Member, a Member must have been a member
in good standing for at
least one year immediately preceding the election and for the three years
in which he/she will serve.
The Council Members will serve to provide continuity from one year
to the next as the officers
change and to bring member communications to the Council meetings.
Meetings
1. General membership meetings will be held once a month at the Conner Prairie Museum in an area and at a time to be set by the Council.
2. Regular Council meetings will be held once a month, prior to the general membership meeting but within the same month, at a time and place determined by the President. Council Members are expected to attend meetings regularly and if unable to do so may be replaced by a majority vote of the Council.
3. The Executive Council will meet on an as required basis to handle any appeals or other business.
4. Other meetings and/or functions will be scheduled by the Council and/or by the members in general membership meeting as required to accomplish the required Conner Prairie support or to accomplish other areas of interest to the members.
5. Roberts Rules of Order will govern all meetings.
Elections and Appointments
1. The election of officers will be held at the general membership meeting in November of each year. Notification of the election and the nominating committee's recommendations will be published in the newsletter at least two weeks prior to the election of officers (mail date).
2. The President will appoint a nominating committee consisting of three members in good standing, at least three months prior to the Nov. Election. The committee's duty is to recommend at least one member name, in good standing, for each of the elective offices to be filled. The committee will report their recommendations at the Oct. General Business meeting.
3. The President shall appoint members in good standing to the offices of News Editor and Range Officer prior to the January business meeting. The appointments will be announced to the general membership at the January business meeting.
4. If for any reason, an elected officer is unable to fulfill the obligations of his/her office, the elected post will be filled by one of the members serving as a "Council Member". The President shall appoint one of the three rotating Council members to hold this post till the next election.
5. If for any reason, any of the three rotating Council members are unable to fulfill the obligations of their office, the Council may, by a majority vote of the members present, declare the office(s) vacant. In which case, the Council will recommend members to the President who will appoint a member(s) from these recommendations to fill the vacant post(s) until the next election.
6. The President will appoint two members in good standing to audit the Treasurer's records for the current year. A report on the results of this audit will presented to the general membership at the December general business meeting.
7. The President may appoint such standing committees as he/she deems necessary to accomplish the Club's objectives.
8. The President is an official member of all committees.
Membership Requirements
1. A person must be at least eighteen (18) years of age for individual membership. A person under eighteen (18) may attain membership through a family membership originated by a parent.
2. A willingness to support and/or participate in the Conner Prairie activities that require Club participation.
3. All firearms, costumes and accouterments that are used for designated Conner Prairie Rifles events must be consistent with the current definition by Conner Prairie. It is the individual members responsibility to assure themself and the Club that their clothing, weapons and accouterments are representative of the 1836 time period as interpreted by Conner Prairie.
Members are expected to have an acceptable costume within a reasonable time after their application for membership is approved. Since this is a "shooting" Club, it is desirable that new members obtain an appropriate weapon within a year of their application for membership approval.
4. All new members must be sponsored by two, active, members in good standing who shall sign the new members application for membership. The two sponsors shall be responsible for acquainting the new member (if approved) with the Clubs rules and regulations and with helping the new member with costuming, his/her weapon, etc. In addition, the sponsors are responsible for the new members' conduct during his/her first three months. If the new member fails to act in a responsible manner the Council may ask the sponsors to contact the new member, ascertain the reason(s) and report back to the Council with recommendations on further actions.
5. A person wishing to become a new member but not knowing any active
members to sponsor them, may apply directly to the Council. In this situation
two Council members will be appointed to contact the applicant and report
back to the next scheduled Council meeting with their findings. If the
applicant is approved, the Council will appoint two active members to be
the "acting sponsors" for the new member. These acting sponsors will be
responsible for orientation of the new member and in assisting that person
with their costuming, weapon, etc.
6. All new members must be approved by a majority vote of the Council at a regular Council meeting. If for any reason the Council cannot act on an applicants' membership application within sixty days, the Council shall advise the applicant of the situation.
7. Current members may renew their membership by filling out the normal application (without sponsors). Their renewal must be approved by a majority vote of the Council at a regular Council meeting.
8. All new members and renewal members must pay annual dues that must
accompany their written application for membership or renewal.
Dues and Assessments
1. An annual dues will be assessed each member and each applicant for membership which will cover a family membership. The amount of the dues for the up-coming year will be set by the Council at the regularly scheduled October Council meeting and will be announced in the November news letter and at the November general meeting. The dues are due on Jan. 1 of the year in which they are to apply and must be paid by February 1 of that year to provide for continuous Membership. The dues will cover a period of Jan. 1 thru Dec. 31st. If a new members' application is received after the regularly scheduled October Council meeting, or for a valid reason the application cannot be acted upon by the Council until after that same meeting, then the application and dues (if approved) will automatically apply to the following year. However, if the application is approved before the end of the current year, the applicant will immediately be given all rights and privileges of an active member for the balance of the year and for all of the following year without paying any additional dues. Note: a family is defined as the husband, wife and all children residing with the couple under 18 years of age.
2. Special assessments may be made by a majority vote of the membership
present at a general meeting in order to cover any unusual and extraordinary
expenses so long as the assessment is applied to all members uniformly.
However, an announcement of the pending assessment must be made to the
membership at large via a special mailing at least one week prior to the
general membership meeting at which the issue will be put to a vote.
Costumes
1. All costumes (clothing, shoes or boots and all accessories) must
accurately depict the 1836 time period and the personages our Club members
are portraying as interpreted by Conner Prairie. As research by Conner
is accomplished and additional definition becomes available to our membership,
members will be expected to up-date their costumes to coincide with the
changes in the definition.
2. It is the responsibility of each member to assure themself and the Club that their costume is authentic and coincides with the latest definition by Conner Prairie.
3. All costumes are subject to approval by the Council.
4. When members are participating in the Historic Village portion of Conner Prairie, their costuming is subject to approval by Conner Prairie.
5. All members are expected to have an approved costume within a reasonable time after approval of their application for membership.
6. Members will wear their approved costumes at all designated Conner
Prairie Rifles Club functions. The Council will be responsible for advising
the membership in sufficient time which functions require the costume if
other than the regularly scheduled costume events. Shoots in the Historic
Village portion of Conner Prairie and our monthly shoots will always be
designated events and will require costume.
Weapons
1. All weapons, used in designated events and functions, must be an accurate representation of the 1836 time period and represent weapons that would normally be found in central Indiana during that time. This generally precludes the use of kit guns as they do not authentically represent historic weapons. Shoots held in the Historic Village portion of Conner Prairie and our monthly shoots will always be designated events and will require the proper weapon(s).
2. No modern weapons may be discharged on nor any smokeless powder brought onto any of the Clubs ranges at any time.
3. All weapons are subject to approval by the Council who will decide if the weapon meets the criteria for 1836 weapons supplied by Conner Prairie. The Council is also responsible for inspecting and judging a weapon for safety.
4. All weapons are subject to a safety inspection by the Range Officer at any time immediately preceding or during a shoot.
5. When members are participating in the Historic Village, all weapons are subject to approval by Conner Prairie.
6. The Club may elect to have events not designated as requiring the 1836 costume and weapons. In this situation the types of weapons allowable will be announced either thru the newsletter or at the general meeting or both. However, this type of event is still subject to the restriction in no. 2 above.
Penalties
1. Failure to adhere to the Constitution and Bylaws of the Conner Prairie Rifles Club may lead to forfeiture of all membership rights and privileges through suspension. If by a majority vote of the Council, a member is suspended, the member immediately looses his/her membership in the Club and will have to wait a period of one year before reapplying for membership. This penalty would normally be applied only in the case of repeated infractions where the Council feels that it would no longer benefit the Club to pursue further resolution.
2. The Council may, by a majority vote, elect to suspend a member for a definite period of time. During this time the member forfeits all rights and privileges as a member and at the end of that time period must be reinstated a regular member in good standing. The suspension period may not exceed 90 days. This penalty may be applied for violations such as a safety violation where it is judged to be necessary.
3. The Council may elect to apply other solutions where it is in the
best interests of the Club and Conner Prairie. The Council should strive
to arrive at a solution that insures adherence to our Constitution and
Bylaws and is beneficial to the member keeping in mind our charter.
Amendments
Amendments to this Constitution may be made by:
1. Submitting the proposed amendment in writing to the Council at a
regularly scheduled meeting and receiving a majority approval of same by
the Council and then;
2. Reading the proposed amendment at a regularly scheduled general membership meeting and then;
3. The proposed amendment must receive a two thirds majority vote of
the members present at the next scheduled general membership meeting after
the proposal is read to the members.
Voting
1. Only members in good standing may vote. Members in good standing
are members whose dues are current and are not under any penalty action.
There is one vote per family membership.
Standing Rules
Standing Rules shall be generated and kept current by the Council for all Conner Prairie Rifles regular functions and other areas where specific regulations apply to a single function or area and the need exists to communicate the regulations to the members. All Standing Rules are to be considered a part of the Constitution and as such carry the same requirement of adherence from the members as any other constitutional item.
The following four Standing Rules are perpetual. Others may be generated by the Council as required. Standing Rules may not conflict with the Constitution or Bylaws. If a conflict should arise, the Constitution and/or Bylaws shall take precedence and the Standing Rule in conflict shall be void.
1. Standing rules --- mcs. Regulations to govern the monthly costumed
shoot.
2. Standing rules --- ts. Regulations to govern target scoring.
3. Standing rules --- ss. Regulations to govern the special monthly
shoot.
4. Standing rules --- cr. Costume requirements that represent the current
definition by Conner Prairie. This will be done in as much detail as possible
with guides as to sources, contacts etc.
Bylaws
1. Members under eighteen years of age, who become members via a family membership, must have direct adult supervision at all times when on the range.
2. Members under fourteen years of age must be approved by the Council before using any CPR range.
3. There will be no smoking while on the firing line at any CPR range, nor while having powder on your person, nor when in any of the historic buildings. Smoking in the Historic Village must be traditional.
4. All weapons will be loaded from a powder measure and never from a powder container.
5. No weapons will be removed from the firing line area while loaded except under the direct supervision of the Range Officer or his/her designee as with a fouled weapon.
6. During designated matches, all weapons will be loaded from the pouch only. No "auxiliary" equipment will be permitted in the firing line mea. auxiliary in this case means loading boxes, extra ram rods, etc.
7. Extreme care will be exercised at all times handling black powder. Containers should be kept plugged except while in the firing line mea and loading your weapon.
8. Do not bring any more powder to a shoot than you feel you will use in the course of one day.
9. The Range Officer or his/her designee will be notified immediately of any fouled weapons. All such weapons shall be immediately removed from the firing line to a designated safe area and the problem resolved to the satisfaction of the Range Officer before the weapon will be allowed back on the firing line.
10. No firearms will be taken down range at any time.
11. All edged weapons shall be covered except when being properly used. These weapons will be covered at all times when in the Conner Prairie tour area except when on our Village Range and the weapon is being used for its intended purpose.
12. When members are in the Conner Prairie tour area they shall conduct themselves as good hosts and shall not interfere with the interpreters or tour activities except as directed by the Conner staff.
13. Camping and camp fires must be approved by the Council and Conner Prairie.
14. There must be a Range Officer at all CPR shoots.
15. No non-members will be allowed to handle or discharge any members weapons during Club functions or events, except when specifically allowed by the Council for a particular event or function.
16. There will be no drinking of alcoholic beverages on either of the Clubs ranges at any time. In addition, there should be no simulated drinking of alcoholic beverages while in the Conner Prairie tour area unless specifically directed by the Conner staff as part of the tour program.
17. During Club shoots, the public will not be allowed into the firing line area at any time except as specifically directed by the Council for specific functions.
18. Membership activities are open only to members except; (1) as approved by the Council for activities outside the Conner Prairie tour area, (2) where approved by the Council and Conner Prairie for activities inside the tour area.
19. Members and members family must be in costume at designated events except where specifically allowed by the Council. To gain free admission to the Conner Prairie tour area, approved costumes must be worn.
20. It is not advisable for anyone to shoot alone because of safety reasons. It is expected that all members will try to have someone with them when using the ranges.
21. The River Range is open to members for their use as a shooting range whenever the Club or Conner Prairie does not have a scheduled function that would be interrupted by its use. The range may be used during any daylight hours. Members should notify Conner Prairie security if the range is going to be used during the hours Conner is closed to the public.
22. No vehicles are allowed onto the River Range except to load and unload materials that would otherwise create a hardship in carrying from the parking area. Members should exercise care when driving on the range to protect the grounds as much as possible.
23. Amendments to the bylaws may be made by first, presenting the proposal to the Council and receiving a majority approval of the Council members present at a regularly scheduled Council meeting and second, by receiving majority approval of the members present at a regularly scheduled general meeting.
Monthly Shoot Regulations
Monthly Shoot Standing Rules-mcs, revised 9/1/96
The following regulations are applicable to the monthly costumed shoot held each month at the River Range. This shoot is open to properly costumed members only except as stated below in paragraph no. 4.
1. Shoots will be held on the first Sunday of each month starting promptly at 1:30 p.m. unless otherwise announced by the Council.
2. Scheduled Conner Prairie functions requiring Club participation will supersede this monthly shoot. If a Conner scheduled function falls on the first Sunday, requiring that the Club shoot is canceled, the shoot will be rescheduled by the Council and if possible will take place on the first subsequent Sunday at 1:30 p.m. an announcement will appear in the newsletter if a shoot is to be rescheduled and a sign will be posted on the range.
3. Matches -
A. Will be traditional paper,
novelty, or special.
B. Scoring procedures will
be announced at the shoot, prior to 1:30 p.m.
C. Match definition and
number of matches is the responsibility of the Vice President or his/her
designee.
D. Scoring of the targets
is the responsibility of the Vice President or his/her designee.
Many targets can be scored several different ways. However, there
are general scoring
techniques that remain constant and these are defined under separate cover
as "target
scoring", "standing rules ts".
E. Scoring disputes will
be presented at the next regularly scheduled Council meeting. All
members should make a concerted effort not to disrupt the shoot with "differences
of
opinion" on scoring but should bring the disputes to the Council.
F. All contestants will
shoot the same match in one relay. G. Relays will generally be 20 min.
Long unless otherwise specified by the Range Officer prior to the match.
H. Target problems, such
as a fallen target, should be immediately reported to the Range
Officer who will make arrangements to resolve the situation.
I. Targets with more than
the required number of shots will generally be disqualified unless it is
obvious to the scorer that the "extra" shot(s) were not shot by the Shooter.
J. It is the shooter's responsibility
to make sure that his/her target is adequately identified. If the
name or initials on the target are not legible to the scorer, the target
may be disqualified.
Identification must be on the reverse or back side of the target.
4. A member may invite one guest potential member to participate in
our monthly shoot providing; the guest is in proper costume, has a proper
gun and the member accepts responsibility for the guest's conduct and safety.
The guest may participate in a monthly shoot as a non-member on a one time
basis. The guest is not eligible for any of the Club prizes.
5. All guns, costumes, and accouterments are subject to approval
by the Council and a member may be asked by any elective Council Member
to correct any situation if there is a question as to authenticity. The
criteria for costumes, guns and accouterments are those currently defined
by Conner Prairie. If the member cannot correct the infraction, the member
will not be allowed to shoot until the item(s) in question is corrected.
6. All safety rules as set down in the Constitution and Bylaws shall apply to all matches.
7. N.M.L.R.A. rules will apply where applicable.
8. Only period, traditional, open sights are permissible.
9. The Range Officer has total authority on the firing line during all matches.
10. Weapons problems must be reported to the Range Officer immediately and will be removed from the firing line to a "safe area" for correction.
11. Shooter of the year award points will be awarded on each match according to the following; 1st plc. = 5 points, 2nd plc. = 4 points, 3rd plc = 3 points, 4th plc. = 2 points, and 5th plc. = 1 point. The number of matches on which award points will be given will generally be five each month, but may vary according to the Vice Presidents program. One of the matches will be designated as the tie breaker.
12. All matches are to be "loading from the pouch" only.
13. Shooters will not take any "extra" gear to the firing line, e.g., extra ram-rods, shooting boxes, etc. all such gear must be kept behind the "public line".
14. Good "firing line etiquette" and "consideration" of your fellow shooters should be exercised at all times. As an example, most members shoot flint locks and consequently care should be exercised in firing too close to a person on your "vent hole side". Also, shooters awaiting a turn on the firing line will remain well back from those on the line and movement to and from the firing line should be done so as to minimize the amount of "Cross traffic" in the area just behind the firing line. Courtesy, consideration and safety will govern you actions in the firing line area.
15. A shooter arriving late for a match will not be allowed to "make up the match".
16. Inclimate weather conditions which represent a threat to participants will relax some of the costume requirements in order to protect the members. This primarily refers to temperatures that could cause injury during prolonged exposure. If the wind chill factor is below a -20 degrees f, then the requirements for boots, and underclothing will be relaxed in order that members can wear insulated boots (covered by pants tops) and insulated underclothing (covered by the Conner costume). In addition, glove and hat requirements will be relaxed within reason. All other requirements will remain unchanged.
17. If for any reason a shoot is canceled after it has begun, e.g., due to severe weather etc., the balance of the shoot, including the special rifle match, will take place on the following Sunday starting at 1:30 p.m. Shooters who were participating in the shoot at the time it was canceled will be allowed to continue on the "rain date". Other members may shoot but will not receive any award points and/or prizes. At the election of the Vice President, the costume requirement may be waived on the rain date. However, all other requirements remain the same.
18. Members will be awarded 5 points toward the "membership of the year" award for participating in the monthly shoot or helping with the scoring. When helping with the scoring only, the member does not have to be in costume.
Special Shoot Regulations
Special Shoot Standing Rules ss, revised 12/1/86
The following regulations are applicable to the special shoot held periodically at the River Range. This shoot is open to members and guests.
1. Shoots will be held on the third Saturday of each month, when scheduled, starting promptly at 1:30 p.m. unless otherwise announced by the Council.
2. Scheduled Conner Prairie functions requiring Club participation will supersede this shoot. If a Conner scheduled function falls on the same Saturday, requiring that the shoot be rescheduled, the shoot will be rescheduled or canceled by the Council. If possible, an announcement will appear in the newsletter specifying the Council action and a sign will be posted on the range.
3. Matches -
A. There may or may not be any scheduled matches.
B. If matches are scheduled, scoring procedures will be announced at
the shoot, prior to 1:30 p.m.
C. Match definition and number of matches is the responsibility of
the Vice President or his/her designee.
D. Scoring of the targets is the responsibility of the Vice President
or his/her designee. Many targets can be scored several different ways.
However, there are general scoring techniques that remain constant and
these are defined under separate cover as "target scoring", "standing rules
ts".
E. Since there are no prizes or points at stake and the matches are
strictly fun matches, it is assumed that there will be no scoring disputes.
There is no provision for bringing disputes before the Council.
F. All contestants will shoot the same match in one relay assuming
that matches are scheduled.
G. Relays, if scheduled, will generally be 20 min. Long unless otherwise
specified by the Range Officer prior to the match.
H. Target problems, such as a fallen target, should be immediately
be reported to the Range Officer who will make arrangements to have the
situation resolved.
I. Targets with more than the required number of shots will generally
be disqualified unless it is obvious to the scorer that the "extra" shot(s)
were not shot by the shooter.
4. Members may invite guests, especially if they are potential members, to participate in our shoot and in fact are encouraged to do so. However, members who invite guests must be responsible for the conduct and safety of the guest(s). Therefore, it is advisable that no more than one guest at a time be invited unless the member can arrange to have one of the other members share in the responsibility.
5. No costumes are required for this shoot.
6. Any black powder weapon may be used in these shoots. However,
the weapon must be consistent with good safety practices and be compatible
with the range.
7. All safety rules as set down in the constitution and bylaws shall apply to all matches and shooting.
8. N.M.L.R.A. rules will apply where applicable.
9. Weapons problems should be reported to the Range Officer immediately and will be removed from the firing line to a "safe area" for correction.
10. Shooters should not take any "extra" gear to the firing line, e.g., extra ram-rods, shooting boxes, etc unless loading benches have been provided. Providing of the loading benches in the firing line area shall be at the discretion of the Vice President or his/her designee. If benches are not used, all such gear should be kept behind the "public line".
11. Good "firing line etiquette" and "consideration" of your fellow shooters should be exercised at all times. As an example, most members shoot flint locks and consequently care should be exercised in firing too close to a person on your "vent hole side". Also, shooters awaiting a turn on the firing line should remain well back from those on the line and movement to and from the firing line should be done so as to minimize "cross traffic" in area just behind the firing line. Courtesy, consideration and safety should govern your actions in the firing line area.
12. The range office has total authority on the firing line during all matches, whether fun or competitive matches. A Range Officer must be present for the shoot.
13. There is no provision for a "rain date" for this shoot.
